Promise All Atlanta Children Thrive (PAACT), a citywide alliance convened by GEEARS: Georgia Early Education Alliance for Ready Students, and Quality Care for Children are partnering to help child care programs in the City of Atlanta sustain their businesses through the COVID-19 pandemic.

Through the PAACT Fund for Quality, QCC will provide grant funds to stabilize and preserve the existing child care market to ensure child care options are available when the crisis has passed. Programs must serve children birth to five and priority will be given to programs located within the Washington and Douglass APS clusters.

Tiered grant awards of up to $20,000 will be made available to provide immediate relief to eligible child care programs operating in the City of Atlanta.

Who Should Apply?

Grant funding is available for licensed child care centers and family child care homes in the City of Atlanta, whether currently open or temporarily closed. Programs caring for children ages birth to five years of age are eligible to apply. Applicants must:

  • Be located in the City of Atlanta

  • Be Quality Rated or in process (receiving TA or waiting on an assessment)

  • Be current on all local, state, and federal taxes (or on a payment plan)

  • Have no substantial licensing infractions

Highest priority will be given to programs that:

  • Primarily serve families with low incomes and those with the greatest need

  • Operate within the Washington and Douglass APS clusters or certain other APS clusters with a known shortage of high-quality child care (prior to the crisis)

  • Will be able to continue operations when services can resume

  • Are committed to paying staff during the crisis whether open or not, if funded

Please note: given the current circumstances and fluidity of this crisis, allowable expenses, prioritization of grants, and other program guidelines may change in order to respond to emerging needs.


Types of Support Available:

Child care programs can apply for support in one or more of the categories described below. Programs will need to demonstrate having lost revenue due to the impact of the COVID-19 crisis.

Priority 1: Sustaining Basic Expenses
Organizations may seek support to cover ongoing expenses or lost revenues due to program closures, or additional expenses incurred in order to continue operations. Eligible expenses include: rent/mortgage, staff payroll and other support, utilities or other business-related expenses.

Priority 2: New Needs Resulting from Closure
Organizations may identify new needs or opportunities resulting from the closure of their programs. For example, you may be helping support child and family needs by periodically providing families with needed supplies such as diapers and wipes or baby food/formula.

Priority 3: Future Operations
Once the crisis has passed, organizations may incur costs associated with reopening. These may include costs for cleaning/sanitizing spaces and equipment, updated health and safety training, or purchase of new perishable items. Programs may request a maximum of $1,000 for these expenses.

At this time, no organization (legal entity) will be granted more than $20,000 in total. Programs may have an opportunity to apply for additional support in the future depending on available funding and demonstrated need.

The PAACT Fund for Quality is made possible by grants from the United Way of Greater Atlanta (UWGA), the Joseph B. Whitehead Foundation, and the Arthur M. Blank Family Foundation. The stabilization grant program is administered by Quality Care for Children and was developed in consultation with The Reinvestment Fund.
